Note that because "net" is delegated from the root, your question is
wrongly posed. UDRTLD.NET is not in the root zone.

Seen from a selection of .net NS hosts:

udrtld.net. 172800 IN NS a.udrtld.net.
udrtld.net. 172800 IN NS b.udrtld.net.
udrtld.net. 172800 IN NS c.udrtld.net.
udrtld.net. 172800 IN NS d.udrtld.net.
udrtld.net. 172800 IN NS e.udrtld.net.
udrtld.net. 172800 IN NS f.udrtld.net.
