Firstly, fix your Internet connection so that it doesn't go down, if
it's really that critical then you need redundancy.

Secondly, I'm assuming your BIND server is not authoritative for the
domain in which your exchange servers "live"? You can either make your
BIND server a secondary for the zone/domain so that BIND doesn't need
to look to the Internet to resolve your domain, or add forwarders to
the BIND server to explicitly tell BIND where the zone/domain "lives"
so again it doesn't need to look to the Internet to resolve the
domain.
