Easy solution - have two nameservers / load balancers, ns1.yourdomain and ns2.yourdomain, each returning their own IP in response to lookups. If one goes offline... users will never receive a reply from it with its IP, and never go to it. problem with this solution? you need to manually update both domain servers when you make changes, not just one.
