Looks like it is in transition. The COM delegation has this:

        ns1.netbcp.com
        ns2.netbcp.net
        pdns1.ultradns.net
        pdns2.ultradns.net
        pdns3.ultradns.org
        pdns4.ultradns.org
        pdns5.ultradns.info
        pdns6.ultradns.co.uk

But the first one refuses queries, and the second one times out. The
UltraDNS servers are Ok though, and have the same NS set.
