there are network appliances that allow to do such thing. For example, nortel alteon, cisco ACE, or linux ipvs.

For the price of a Cisco ACE, one could probably buy a big enough DNS caching-server HA cluster, that one wouldn't have to load-balance the query load over multiple IPs :-)
