If it is a general purpose DNS server running rbldnsd, then yes, it is broken. If it is simply serving up DNS based blacklists, rbldnsd is a reasonable choice. It should only be getting A requests (Are any RBLs doing IPv6?) so any traffic should easily fit in a UDP packet.
