transfer-source should probably be 10.5.0.6, not .5

"retries exceeded" means that the master server didn't receive any response
from the slave to its notify queries. Watching the packet flow with tcpdump
might give a hint where queries or replies disappear. Is there any kind of
packet filter between the servers that would let queries pass but filters
notifies?

When you queried the slave from the master server, did you specify the source
address (dig -b 10.5.0.5)?
