There's something strange with this one. You've specified +norec on command line, but the query was sent with 'rd' - 'recursion desired' flag, as if you haven't given +norec. And with recursion giving answer is perfectly legal. If not for that flag, then yes, I'd consider it a lame response, although probably someone more knowledgeable than me should judge this.
