We fixed a long standing bug in 9.7.0 where named was accepting glue promoted to answer from the COM/NET servers rather than treating the response as a referral. Part of that fix also fixed the accidental acceptance on AA=0 responses. It was co-incidental that the COM/NET servers were finally fixed to not send such answers. Verison (UUNET.CA) are aware of the issue. Several email addresses bounced trying to report this and I eventually raised in on NANOG where a number of Verison employees have taken on the task of getting this and the other errors found corrected.
