On startup of named 9.6.0 I get the following message:

max sockets (4096)

Is this a problem for a small internal network dns server?

It depends on the definition of 'a small internal network dns server',
but I'd say 'no, it's not a problem per se' unless you see run-time
warning messages like a failure of opening a socket.

Good. Thanks. It appears to be a kernel bug fixed in 2.6.28. I'm running 2.6.27.9 now and will update as soon as F9 releases it.
