A good article ( https://www.nytimes.com/interactive/2022/09/08/opinion/urban-highways-segregation.html) about how urban highways were used to enforce segregation while destroying vibrant city neighborhoods and how Houston is doubling down on the mistakes of the past. The Infrastructure Investment and Jobs Act and the Inflation Reduction Act may well continue these mistakes.
