Dear Mr. Perkins,
 
Thank you for contacting me regarding funding for transportation
enhancements.  I appreciate hearing from you. 
 
As you may know, H.R. 3288, the Transportation, Housing and Urban
Development, and Related Agencies Appropriations Act, was passed by the
Senate on September 17, 2009, by a vote of 73 to 25.  During consideration
of this bill, the Senate voted on an amendment by Senator Tom Coburn (R-OK)
regarding funding for transportation enhancements. This amendment would have
removed a requirement that states spend 10 percent of their surface
transportation funds on transportation enhancement projects. 
 
Unlike a more problematic amendment that was withdrawn, the amendment that
was voted on would still allow states to fund transportation enhancement
projects, such as bicycle and pedestrian projects. I supported the
amendment to provide states with additional flexibility in prioritizing
among all federally supported transportation projects.  This amendment was
rejected by a vote of 39-59.
