Hi,
end of last year before the 3.0 release, updated add-on guidelines have
been released:

There are still add-ons that connect to external sites (outside of
blender.org) from within the code or have their documentation on
external sites.
I opened a todo ticket (no guarantee for completeness though)
https://developer.blender.org/T95442 and asking add-on authors to check
and update their add-ons.
It would be great to have this done before the end of bcon3 (March 2).
