I have no objection to this being published as Experimental, but experimental documents need to describe the scope of the experiment. That is, it is not simply a classification on a protocol spec that can't get interest/consensus/implementation for publication on the standards track. You're fortunate that your code points are from FCFS registries, so that won't be a problem. But I think you need to do a little work (about a page) of scoping work. There is a draft that gives some advice on what you might think about.
