It has been pointed out to me that the distinction is more nuanced. The
LxNM models are moving to Onions. The device models are staying wheere
they are. As per
https://www.rfc-editor.org/rfc/rfc8969.html#section-a.4.4, the BESS VPN
models are considered device models and will stay in BESS.
