Any text editor can be used for editing perl or HTML. Neither need to
be compiled or anything like that.There are a number of them out there
and some people have their favorites. Do you use Windows, Mac, ...?
I don't use windows often but I have been meaning to try this one on
windows: http://www.enginsite.com/Perl.htm.
If you use a Mac, you might want to check out BBEdit (or Text
Wrangler) or even Coda.
Emacs and Vim are popular editors, and available on just about any OS,
but they both have learning curves and when your trying to learn a
programming language and an editor at the same time it can be
frustrating. I liked using MacVim on Mac OS X because all the common
editor shortcuts are mapped to the Vim equivalents.
