It is not perl but it exist under Linux, MacOS and Windows:

    smstools

It is a daemon where in the outgoung folder you write a message like

So as you can see it is a E-Mail  style  message  and  "smsd"  use  this
simple format since it can be written with ANY software.

You can setup up to 32 GSM-Modems/Cellphones  and  routers  for  several
providers which mean, +49177* would be send for example over  my  German 
Provider E-Plus while +33661 will be routed over another  GSM-Modem  and
my French GSM Provider Bouygues Telecom...

You can add Tarif-Routing and more...

Also it can receive SMS and can do rooting on it...
