As for #1, it depends on your operating system. According to wikipedia (http://en.wikipedia.org/wiki/Comparison_of_integrated_development_environments#Perl), there are at least two, both of which I've tried and they're reasonable. I don't know if they are available for Windows. I have used neither for debugging, etc., though Just to match parentheses and color syntax...
