In Perl version 4, a single quote was use to de-reference a package.
For example:

#!/usr/bin/perl
# WARNING: Perl 4 syntax!

package pkg;

sub foo {}

package main;

pkg'foo();

__END__

There must be some sort of legacy conversion software running on your
system.
