Yes Im not able to load other perl modules as well. The PERL5LIB path
is set using the following statements
PerlSetEnv PERL5LIB "C:\Perl\lib;C:\Perl\site\lib"

Even not able to call startup.pl.
Note: Had compiled mod_perl with the param EVERYTHING=1.
