Yes, and it is as easy or easier than it in Java: that is to say it isn't easy at all in either language. Please remind him that that is a job for C not Java or Perl (I am pretty sure you can't write a kernel module in either Java or Perl, this is not a limitation of either language, but of the kernel itself). All of that said you should learn many languages. It will make you more marketable and you never know when you will have to deal with someone else's code.
