I suspect this is a web-based control panel where customers can manage their stuff without shell access. This is probably how you would do things like setting file permissions (which I suspect is your problem, if you are using a UNIX server - the CGI does not have the execute bit set or it is not executable by their webserver daemon). -- The best way to get a good answer is to ask a good question.
