I have the same prblem as you. Hmm, what I did was to re-downloaded the seed and re-installed the software. The already downloaded files seemed to be preserved well and the missing files were then overwritten..... after another 2-3 hours, my cygwin seemed working fine. (still trying to figure out a way to get rid of my cygwin, since I stopped using Perl one year ago, that ~2 G capacity is a waste of my harddrive resource, if anyone can help me on that....?????)
