If you'd ask better questions you'd get better answers...
For example, if I've read your mind propely you are asking:
"Does anyone know of any opensource Perl projects that do essencially
the same thing as Jbilling (which is done in java, here is a link to
Jbilling in case you are not familair with it ...)"
Assume two things:
1) no one knows (or cares) what Jbilling is
2) you need to ask questions as if people can't read your mind
