Derek, reread that. That question makes no sense, do you mean CPAN?

If you'd ask better questions you'd get better answers...

For example, if I've read your mind propely you are asking:

"Does anyone know of any opensource Perl projects that do essencially the same thing as Jbilling (which is done in java, here is a link to Jbilling in case you are not familair with it ...)"

Assume two things:
 1) no one knows (or cares) what Jbilling is
 2) you need to ask questions as if people can't read your mind
