I need in my job to handle a german file under Windows XP operating

"Lingua-DE-ASCII-0.11.tar.gz" (it works well under my Linux system), but I
can't find it for Windows. Is there other module or way to get around
handling german characters?

Modern Perl should be able to handle any Unicode characters, although
there may be a few places where the support isn't complete.

I was unable to use the .tar.gz file for that module (Is it
corrupted?) but you might be able to:

   http://search.cpan.org/CPAN/authors/id/B/BI/BIGJ/Lingua-DE-ASCII-0.11.tar.gz

Hope this helps!
