Problem with library paths

Hello all,
 
I just installed a module as root, now, if i want use that module as
normal users, the perl said Can't locate that module in @INC. I can use
that module very fine as root.
So, the question:
1. Is the path for perl's library different from root to normal users?
2. How to add path library to normal users?
3. Why normal users can't access the library eventhough i'm pretty sure
the user can access that library.
