  It would be really nice if there was a clear, precise, concise,
accurate and simple instruction of how to install Perl modules locally
(non-privileged accounts) on Windows systems.
 
  http://www.cpan.org/misc/cpan-faq.html#How_install_Perl_modules really
doesn't help me perform local (non-privileged) module installs on
Windows...
 
  http://search.cpan.org/~jhi/perl-5.8.0/pod/perlmodinstall.pod This
doesn't really help either...
 
  I really can't use ppm from activestate (can't seem to control install
location).
 
  Most of the module(s) I want to install are pure Perl so no
compilation is needed.
 
  Is really all I have to do is to add to my @INC as outlined in Perl
Cookbook (1st ed) recipe 12.7?  This implies a UNIX/Linux platform, I'm
on Windows...
 
  What I want right now is to perform a local (non-privileged) install
of File-Finder-0.53 on my Windows box.
