I wasn't there and I'm no perl expert by any stretch of the imagination, but my guess is that it might have been

FILTER: {
}

(with a colon), which would indicate a labeled block. If there wasn't a colon following FILTER, I have idea.

I look forward to learning something new if my assumption is wrong :)
