Aha... now we're talking. Date::Manip is what I was after:
cat test.pl:
#!/usr/local/bin/perl -w
use Date::Manip;
print &UnixDate((DateCalc("now","-3weeks")),"%m%d%Y_%T"). "\n";
There is probably even a simpler formulation.
