I finally got back to a Jaguar system to verify that this used to work.
Symbolic links copied by psync on Panther seem to be copied incorrectly.
Psync is never satisfied and wants to copy them on each sync.
In Jaguar it worked as expected.
Can anyone shed light on this or at least try it on their system?
I have the (declared to be) Panther compatible psync.
I've built one with the patch, and I've tried the binary from Bombich.

Here's a simple way to duplicate my problem on all my Panther machines

Bill:/ bill$ mkdir thing1 thing2 thing3
Bill:/ bill$ ln -s thing3 thing1/thing3
Bill:/ bill$ psync thing1 thing2
Bill:/ bill$ psync thing1 thing2
        1 items to copy.
        copying items ...
        +l thing1/thing3

On Jaguar systems, running psync twice says there are zero items to copy.
Thank you for your help.
