Either do something like this:

   use Cwd;
   $savecwd = $cwd;
   chdir('e:\ned\nedsdir');        # perl function chdir()
   $output = `runprogram.exe ...`;
   chdir($savecwd);

or this (requires a fairly new cmd.exe):

   $output = `cd /d e:\\ned\\nedsdir & runprogram.exe ...`;
