Yes.

Yes

You may either add
        use lib 'c:\inetpub\wwwroot\cgi-bin\develop\shp_crt';
on top of the script or set the PERL5LIB system variable or add 
something to the registry (don't remember the path, look into the 
ActivePerl FAQ).
