The web interface is very easy to use: http://search.cpan.org or is there some reason why this must be done from the CLI? If so the limitation of scrolling is usually best handled in the terminal window rather than CPAN. Though the pipe/grep combo would be nice it is not a shell its the CPAN client, and I suppose in the end that is why there is the web interface.
