I think this information is totally wrong.
Some Mail:: modules use an external program, some talk to a server 
with SMTP, some with IMAP, some are not meant for sending email at 
all (Mail::Addressbook,Mail::MboxParser, ...), ...
The only thing they have in the common is the fact that they are all 
related to mailing.
