Actually, i would use the text2html.pl file to do this :)

grab it here: http://www.ftls.org/en/examples/perl-tools/

its good if you are not very familiar with perl, but still want to use it to convert 
plain text to html.

How does this relate to Perl?

You could just hit the .txt doc with a browser as it, and it should
display correctly.

If you want to rename it to .html, you can put <pre> on the first
line, but I would suggest you check out the HTML language and decide
what it really is you want to do...
