I think your question is how do I make perl modules and get them to install correctly like all the rest the answer to which is perldoc [perlmod|perlmodlib|perlnewmod] you will also want to become friends with perldoc h2xs but this way would mean use MyPackage; unless of course you REALLY REALLY REALLY wanted to work on getting your specific module embedded in the perl code itself at the build of the binary executable perl.
