For starters your kernel must support mandatory locking, after checking 
that you will have to unmount the filesystem, enable the mandatory locking 
parameter and mount it again. I don't remember the name of the parameter, 
you will have to look it up on the manpage.

As has already been mentioned you don't need mandatory locking for this. 
Any particular reason for only using mandatory locks?
