You are not concatenating here. You are assigning "$hash{$key}" to
$hash{$key} and then throw away "$_".
Perl would have told you this if you had turned on warnings.
String concatenation is done with '.'
You should write
$hash{$key} .= $_;
which is equivalent to
$hash{$key} = $hash{$key} . $_;
