Is 'i:' an mapped network drive by any chance? I just ran a quick test on 
my network (with two Win98 machines), with the following results:

ChangeNotify doesn't notify a change, unless the change  (in my case, the 
creation of a new file) is done by the machine on which the Perl program 
watching the directory runs.
