It's the description of an algorithm that does just that, written by
jwz (Jamie Zawinski, a Netscape oldtimer) for an early version of
Netscape, it seems, of which he claims that it is the best algorithm
for that purpose. I don't know about that, but I did find the document
interesting. It also features statistics and other information about
the relevant headers.

I actually might, if I lived *anywhere* close to San Francisco, which
I do not -- as you might guess if I told you that you frequently have
to tell people from the US that, no, it's not the place with the
kangaroos, that's _AustrALia_ (and not Austria) :-)
