I have solved the problem.

I use Perl 5.6.1 from ActiveState. And no I do not have a Internet
connection due to restrictions of our network :o( . Finaly this was my
problem. But I have found in another Mailing list the solution. I had
downloaded the tk.zip from ActiveState. Unzipped this and had found the
tk.ppd and some other files. With this tk.ppd I could now use the ppm and
install the tk module with the command: ppm install tk.ppd

that's it.
