Why not just store all the values in arrays?  Then you won't have the
problem of trying to differentiate between the two.

Hash
     Key 1 => Array
                       [0] => Value
     Key 2 => Array
                       [0] => Value
     Key 3 => Array
                       [0] => Value1
                       [1] => Value2
     Key 4 => Array
                       [0] => Value
