This file should be in you c:\orant\bin directory if it is not then you may
not have the Oracle Client installed correctly. Or look here:

When you do get started using it with Oracle I have some scripts that I have
been using to connect to the database they need some polishing but I can
leave that to you. Let me know when you are trying to connect as I would
like more lessons in writing SQL for Oracle with variable substitution etc
etc.
