1. I dunno. 2. I suppose you could try either editing your boot.ini or replacing ntldr and boot.ini with the correct versions of io.sys, msdos.sys, and autoexec.bat and doing an MBR fix from fdisk or something crazy like that, but either one is REALLY risky and may result in a non-bootable system. It's not really a Perl question though.
