Another one to check out is OptiPerl by Xarka Software. It's not free, but it is very inexpensive and does the things you mentioned. I've been using it for about 6 months, and I can say the support for OptiPerl is very good. If you have a question about its use, you just send them an email and they get back to you quickly.
