The character . is a special character for regexes.  If you want it to
match a LITERAL dot, you need to use \. instead.

  $date =~ s/\./#/g;

Or, you could avoid the problem and use the tr/// operator here:

  $date =~ tr/./#/;

As for splitting, use:

  @parts = split /\./, $string;
