We could propose solutions for you, but it isn't our job to write your code for you for free. If you have tried to come up with a solution to this yourself and are having trouble getting it to work then post the code that you've tried and we can help you to get it working. Perl is a perfectly valid choice for this project. It supports many good existing technologies that can accomplish this well. Only you know what it is that you're trying to do so go ahead and try to do it. You will learn best by trying and you'll get a lot more help from us by showing us something.
