What I'd suggest is that you put a syntax error in you .vimrc (somthing like ':foobarbaz') to see if your vimrc is being used. Your OS may set things up differently. It may use $home/.vimrc or /etc/something. Once you know that which initialisation file vim is using, the rest should be straight forward.
