I'm a big fan of Notepad++ myself, with either a command prompt or SSH window. Luckasoft's Perl Editor Lite is a little more full-featured for refactoring, but NP++ is the swiss army chainsaw of text editors on the Windows platform. Free (as in freedom), too.
