Only way I know how to do it is with the use of Net::SNMP and Net::Ping. Use Net::SNMP to get a list of adjacent networks from routers, and use net::Ping to ping sweep those networks looking for new nodes. Basically repeat that process until the network is mapped. That's a very very simplified explanation. There are entire books written on SNMP and you have to be pretty familiar with that service to know how to get the info you need.
